hardware tests

these are homebrew programs i've written to investigate different aspects of the Dreamcast's behavior, and compare them to WashingtonDC to ensure that it implements them correctly.

Most tests i've written are simple "throw-away" programs that test a single facet of the Dreamcast and only are only ever run a couple of times, but going forward I'm going to do a better job of keeping track of them so the work doesn't go to waste in case I need to go revisit them, or somebody else needs them to test WashingtonDC or even a different emulator.
